This paper is the second in Rabia’s Principles of Inclusive Finance Series, building on the first working paper, Reframing Needs-Based Finance Through Mutual Commitment.

While the initial paper focused on redefining “needs” within climate finance, this paper advances the conversation by introducing the concept of a “just term sheet.” It shifts attention to the terms and conditions under which finance is negotiated and delivered, highlighting how these shape outcomes across the climate system.

The paper argues that achieving inclusive and effective climate finance requires not only mobilising resources, but also critically examining how finance is structured, including issues of risk allocation, accountability, and fairness.

Developed in collaboration with the Green Finance Institute, this work contributes to ongoing debates on aligning financial systems with principles of dignity, justice, and shared responsibility.
