This is a webinar on the Just Energy Transition (JET) in South Africa that addresses critical issues related to the transition from fossil fuels to clean energy.

Participants in the Panel

  • AMEU (Association of Municipal Electricity Utilities)
  • SAIEE (South African Institute of Electrical Engineers)
  • Dr. Chantal Naidoo (Founder and Executive Director of Rabia Transitions)

Key discussion points and insights from the webinar:

  1. Challenges in South Africa's Energy Transition:

Dr. Chantal Naidoo highlights three major challenges that South Africa faces in transitioning from coal to clean energy:

  • Carbon-Intensive Economy: South Africa is the most carbon-intensive major economy globally. This indicates the heavy reliance on fossil fuels, particularly coal, for energy production.
  • Extreme Income Inequality: South Africa is known for its extreme income inequality. The transition to clean energy should be equitable, ensuring that the benefits are shared among all segments of society.
  • High Emissions from the Electricity Sector: The electricity sector is a significant source of emissions in South Africa. Any transition plan needs to address emissions reduction in this sector.
  1. The Just Transition Framework:
  • Dr. Naidoo mentions the Just Energy Transition Partnership announced at COP26, consisting of France, Germany, the European Union, the United Kingdom, and the United States. This partnership highlights the global recognition of the importance of just transitions.
  • Domestic discussions in South Africa recognized the need for a new approach to financing and framing finance to support the country's transition.
  1. The Political Declaration:
  • The political declaration in South Africa focuses on raising and mobilizing finance while adhering to three core principles of a just transition: justice, poverty eradication, and sustainable development.
  1. What Makes the Political Declaration Unique:
  • Transition-Specific Finance: The declaration recognizes the need for finance specifically tailored to address the challenges and disruptions that come with transitioning from coal to clean energy. This acknowledges the real human and economic consequences involved.
  • Centralized Focus on Justice: The declaration places justice, poverty eradication, and sustainable development at the core of South Africa's climate response. These principles become central to shaping the transition.
  • Multilateral Support: The declaration aggregates support for a long-term transition through multilateral financial flows, which can help fund and facilitate a just energy transition.
  1. The Issue of Justice in the JETP:
  • Dr. Naidoo highlights the importance of recognizing and acknowledging that the interpretation of justice varies across South African constituencies. Different groups and stakeholders have diverse perspectives on what constitutes a just transition.
  • To address these variations, the Task Team draws from a large body of knowledge and expertise from various sources, including the Department of Mineral Resources and Energy (DMRE), the Climate Commission, civil society organizations, and academic inputs.

Overall, the webinar emphasizes the complexity and significance of achieving a just energy transition in South Africa. It highlights the need for comprehensive policies, financing mechanisms, and a deep understanding of justice principles to ensure that the transition benefits all segments of society and addresses the challenges associated with moving away from fossil fuels.
